I didn’t say whether healthcare is a human right or not. My view is that it’s a civil right — a right generated by living in a society that has the technology and wealth to guarantee it.
Medicare for All does solve the problem of cost, since it would allow the single payer to negiotate prices and to spread risk and thereby one element of cost across the whole of the nation. Doctor shortages can be addressed by guaranteeing access to higher education. Wait times are mostly a right-wing myth, but that is a question of being willing to spend the money required — less than what we pay now — to assure that enough people go into the medical field to provide care.
